Land Use Entitlement, Road Improvement Financing and Office Development Permits


A large regional developer turned to Larkin Hoffman's land use team for representation in obtaining land use entitlements and permits for an 11-story, 275,000 square foot office development, the fifth Class A office building at Normandale Lake Office Park in Bloomington, Minnesota. The building has been submitted for certification at the gold level by the Leadership in Energy and Environmental Design (LEED) green building rating system. Larkin Hoffman also worked with the developer and the city to formulate an innovative public-private financing plan for necessary road improvements. The financing plan involved federal grants, county participation, property tax abatement and special assessments.
