Larkin Hoffman Shareholder Tamara O’Neill Moreland recently presented at Minnesota CLE’s 2025 Real Estate Institute. In her breakout session, “Appealing a City or County Denial of (or Failure to Act on) a Land Use Request,” O’Neill Moreland presented on the intricacies of challenging city and county land use decisions. Her session addressed common zoning requests, such as conditional use permits, variances, rezoning and subdivision plats. She discussed the legal and procedural obstacles that applicants frequently encounter and provided strategies for navigating the land use appeal process. Attendees gained knowledge about the typical challenges in appealing land use decisions and learned practical approaches for challenging decisions.

Larkin Hoffman Attorney Peter Coyle also presented as part of the two-day Real Estate Institute. On October 23rd, he presented two breakout sessions. One about understanding Minnesota’s land use laws. He also co-presented on a breakout session titled, “The Key Provisions in a Development Agreement – Developer Attorney vs City Attorney.”
