Megan C. Rogers is known for her practical, results-driven approach to legal and policy matters involving land use, zoning, real estate, municipal law, regulatory compliance and mining. She has extensive experience securing development approvals, as well as navigating complex regulatory processes in mining and environmental law, including permitting and compliance. Before joining Larkin Hoffman, Megan gained experience serving as counsel to cities in South Florida and most recently as Assistant City Attorney for the City of Bloomington, MN. In those roles, Megan developed a deep understanding of the intricacies involved in board governance, real estate development, public financing, and transactional real estate matters, advising both private clients and municipalities.
- Single-Family, Multifamily, and Affordable Housing: Worked with national development firms to secure land use and zoning approvals for large-scale residential communities. Advocated for the creation of safe, affordable homes at prices Minnesotans can afford.
- Substance Use Disorder Treatment Centers: Guided the entitlement process of and development of safe, effective treatment facilities and residential centers for individuals seeking recovery and treatment.
- Sober Housing Reasonable Accommodation: Represented owners and operators of sober housing facilities in obtaining reasonable accommodation from local zoning requirements under the Federal Fair Housing Act, as they relate to spacing, use and number of residents.
- Conditional Use Permits: Represented property owners and developers in obtaining conditional use permits to establish a variety of uses, including commercial, mixed-use, medical, light and heavy industrial and self-storage.
- Mining and Environmental Law: Advised clients in the mining industry on compliance with environmental laws and regulations, obtaining new permits and permit renewals, conducting environmental assessments, and guiding projects through regulatory processes.
- Public Financing and Real Estate Development: Assisted municipalities and developers in structuring public-private partnerships, securing financing, and navigating real estate transactions.
- Real Estate Transactional Work: Negotiated, drafted, and finalized purchase agreements, lease agreements, and other property-related contracts for commercial and residential real estate transactions, ensuring that client interests are protected and agreements comply with applicable laws.
- Zoning Text Amendments: Represented a variety of clients to obtain zoning code text amendments relating to use classifications, signage and other provisions of local zoning codes.
- Zoning Enforcement: Represented property owners to intervene with local government to obtain relief from zoning enforcement actions and obtain land use approvals.
